City Refuses to Release Payroll & Employee Roster

For the past year several attempts have been made by multiple sources

to obtain the City of Beaumont’s Employee Roster and Payroll Records.

The latest response from the City is as follows:

Request No. !: “Payroll Records from July 1, 2015 to present.”

Response to Request No. 1: Compiling the voluminous information will require additional time to produce. We will update you within thirty (30) days of the date of this letter regarding the status of the production of the documents responsive to this Request No. 1.

There is no provision in California State Law that allows an additional 30 days. An additional 14 days can be requested from the Agency, but there is no excuse for the City’s inability to produce payroll records for the past 10 months. It only proves that the City is not maintaining records, which isn’t a surprise since Council didn’t fund a City Clerk Department or even put a Finance Department on the Budget.

Request No. 2: “Employee Roster as of May 17, 2016, listing employee name, job title, start date, and salary.”

Response to Request No. 2: Per California Law, we are limited to only providing those employees that have a gross salary of over $100,000.”

No, little princesses, there is no State Law that identifying employees. As a matter of fact is it State Law that all California agencies report ALL employees and their salaries – even if the salary is $0.00.

While most Cali agencies have submitted their payroll every year since 2011; the City of Beaumont only submitted their Payroll in 2013.

Beaumont’s 2011, 2012, and 2014 Payroll Records were never submitted.

Beaumont City Council, who knows or should know of the State requirement to release payroll, has apparently directed their Staff to write fraudulent Public Records Request with the intent to violate State Laws and Obstruct Justice and has directed their Staff to throw the demands for compliance from the State Controllers’ Office in the trash.

Beaumont Staff and Council – and their pawns – can parrot empty words like ‘transparency’ and ‘accountability’ all they want, but they will be judged, convicted, and sentenced to State and Federal prison for their actions.
