The reason the City of Beaumont is now creating separate CFDs for every bond is to once again circumvent voter approval.

City of Beaumont/Pardee Homes Settlement Agreement #4: Creation of CFD 2016-2 and CFD 2016-3

Item #4 of the Settlement Agreement is the creation of two new CFDs for Pardee Homes Sundance Area 8 for a total of $36 Million in Bond Debt for the construction of an unknown number of houses.

CFD 2016-2 for Sundance Area 8 identified as ’Areas 35, 36, 38, and 39’ for $14 Million Bond Debt was ‘Approved’ on September 6, 2017: http://www.ci.beaumont.ca.us/DocumentCenter/View/28274

CFD 2016-3 was ‘Approved’ on September 20, 2017: http://www.ci.beaumont.ca.us/DocumentCenter/View/28348

CFD 2016-3 approved the formation of 2016-3 for $22 Million in bond debt for Sundance Area 8, but the specific Area is not identified nor is the number of houses planned listed. Paragraph #7 states: “…CFD No. 2016-2 ad CFD No. 2016-3, to issue bonds of CFD No. 93-1 on behalf of Improvement Area Nos. 8C, 8D, 8E, 8F, 17C, and 17D..”, but does not identify which Improvement Areas are for which CFDs.

Pardee Homes’ Salesman Mike Taylor ‘voted’ on behalf of all Property Owners in CFD 93-1. With the exception of the illegal election held to acquire the 2015 Series A; not one resident of Beaumont has ever been allowed to vote for the acquisition of Beaumont’s 40+ bonds.

The reason the City of Beaumont is now creating separate CFDs for every bond is to once again circumvent voter approval. Beaumont Staff and Council must be Indicted to stop this bond and construction scam.

The Beaumont/Pardee Settlement Agreement item #4 paragraphs 2 thru 5 outline the planned Services Tax that will be charged to the Development Areas for basic services that are not even provided by the City of Beaumont. Furthermore; although Mello Roos Laws allow for CFDs to charge a fee for ENHANCED SERVICES, that allowance does not mean additional fees can be randomly charged and/or written into a bond.

A bond is a loan. ‘Pork’ can not be added to a loan. Beaumont’s charging of Special Taxes for Services that are not provided is the equivalent of a bank charging every loan customer for a limousine service that doesn’t exist.
