Bond Fund Accounts Public Records Request Overdue and Must be Produced

‘Aylward’s CDs’ have Magically been Found, but there is no Provision Under the Law for ‘We Made Up Another Excuse’.

On October 17, 2016, Judy Bingham received a telephone call from Beaumont City Clerk Julio Martinez. Martinez stated that the Bond Fund Accounts are on ‘Aylward’s CDs’ that have magically appeared after the City claimed for 16 months that the Documents did not exist.
To quote City Attorney Pinkney that was illegally hired: “They can’t make us produce what we don’t have.”
Martinez now claims that the documents will be released ‘slowly’.

Unacceptable.
California Public Records Laws do not have any provisions for ‘we made up another bullshit story’.
The Public Records Request is over a year old and must be filled immediately.
It is the duty of the City to fill Public Records Request within the parameters of the law – PERIOD.
A $50 Thumb Drive was delivered to City for the purpose of completing the Records Request IN ITS ENTIRETY.
The City destroyed the thumb drive – most likely on purpose as it is the pattern of the City to Obstruct Justice – under the Direction and Approval of Council.
It is the City’s responsibility to replace the thumb drive that they destroyed, not the Citizens.
The Bond Fund Account Public Records Request is overdue in Violation of State Laws.
The City of Beaumont Staff and Council are NOT properly maintaining the Bond Fund Accounts in Violation of State and Federal Laws or they would be able to produce the records.
Along with the Bond Fund Accounts from 1994 up to and including September, 2016:
State the Name and Job Title of the employee that magically found ‘Aylwards’ CDs’, including date of discovery and who the Employee notified of the discovery.
