Beaumont Releases an Obviously Doctored SEC Report

No Letterhead, No Signature, and it’s $3 Million too Late for Webb and Associates to ‘Work for Free’.

The Securities and Exchange Cease and Desist Order Issued August 23, 2017, required the City to properly account for the Bonds, re-submit their Forged Government Documents like Financial Statements and Bond Certificates of Completion, then have an Independent Consultant write a Report.

It’s written in legal form, but there’s no business letterhead on the Report and no signature.

Page 4 on the Staff Report: “Albert A Webb has provided professional services throughout the process and has not charged the City. Webb will not bill the city for any additional work required to achieve certification of full completion”

Albert A Webb and Associates has funneled over $3.2 MILLION since the Raids. It’s too late for them to ‘work for free’.

But the big problem with the Report is that its focus is on writing up bonds, not maintaining the bond money.

The acquisition of Beaumont’s past Bonds have nothing to do with the SEC Cease and Desist Order Issued in August, 2017.

The Cease and Desist Order was Issued because the CURRENT City Council hired Staff, Lawyers, and Consultants that were not qualified and not honest. Together Beaumont’s City Council and Staff Forged the City’s 2015 Financial Statements and Forged the Bonds’ Certificate of Completions.

Beaumont City Council can not continue with the same unqualified and corrupt Staff:

John Pinkney: Former BBK Lawyer gifted the position of City Attorney. Pinkney has repeatedly lied and deceived the Council. Paid over $2.1 Million.

Todd Parton: Hired as City Manager from out-of-State. Only experience as City Manager is a few years in a little Texas town of 23,000 where he ran up bond debt and ran out of town.

Melana Taylor: Gifted position of Finance Director with no experience as a Finance Director or in government accounting.

Mike Busch/Urban Futures: Direct Associate of former City Manager Alan Kapanicas.

Webb and Associates: Gifted Contracts on Beaumont’s two biggest mechanisms for funneling Taxpayer money out of the City: Sewer Plant and the Bonds. Paid over $3.4 Million to date.

The ‘new’ Beaumont City Council purposely hired people that were not qualified for the positions. Paying them all outrageous salaries only adds insult to the pillaging of the Taxpayers’ money.
