I am sending this email, on behalf of the City of Beaumont, to provide notice of contact change that has been initiated by the City of Beaumont. The City has issued new Work Orders, which are in the development stages, to Willdan Engineering to provide Professional services for the Stormwater Permit and there sewer treatment plant. This is in a transition phase currently and the first Will be My attendance at the TAC meeting on Thursday morning. I have been provided the Agenda by Mr. Prathivadi, so I believe I have what I need to begin with. I may know some of those in attendance because of a previous involvement for the City of Calimesa.

Please contact Kyle Warsinski, Development Services Director, to verify the changes. I am not aware if Mr. Prathivadi will be in attendance but I plan to be present.

Kyle, we have been in negotiations with Mr. Baqai and unless we hear something to the contrary will hire him as an Independent Contractor for Willdan to provide some services to the City of Beaumont. The detail have not been fully worked out yet, but the main focus will be the effort for the sewage treatment plant.

On another note I have not received any information on access to the City’s Citizen Complaint system. I do not like to assume that we have not had any NPDES or sewage plant complaints since our meeting, but until I know how to access the complaint system I will have to depend on your judgment.

I have not at this point received a single communication from Kishen Prathivadi, from Urban Logic so unfortunately I must assume that he is not going to be cooperative as he indicated at the meeting. Therefore, I will go about compiling whatever information that I can through independent means. Unless I hear differently from you I will not expect any information from Urban Logic.

I currently am scheduled to attend the TMDL meetings at the Flood Control District at 9:00 am on the 18th of this month. Following that meeting Mr. Baqai and I will tour the City to familiarize me with the key areas of your City. Then at 1:30 we will be at the Lake Elsinore TMDL meeting. I will be returning to the Office from Lake Elsinore.
