Fiscal Impact:

Option 1. No Impact to the General Fund The City will continue to receive estimated $600,000 a year in cost allocations from the Wastewater Enterprise Fund. There will be an impact to the wastewater rate and connection fees to fund the proposed capital improvement projects. A preliminary rate analysis was presented at November 2, 2016 Workshop. There will also be revenues available from recycled water sales after the capital improvements needed for recycled wate are completed. The monthly residential rate under this scenario will approximately be $45.36. Staff is projecting a connection fee of $5,194, an increase of $2,000 to its connection fee of $3,194.

Option 2. Under this option the City’s General Fund will lose revenues it receives under cost allocation (estimated $600,000 in cost allocation in current fiscal year). In addition there will be no revenues received from recycled water sales. The monthly residential rate under this scenario will most likely e $62.98. In addition the connection fees charged by YVWD are higher than those of Beaumont.

Staff Recommendations:

Option 1 includes the following tasks:

1.

  1. Analysis for recycled water. – Just completed by Webb and Ass’s $4 Million
  2. Explore Joint use of facilities with YVWD and Banning during preliminary design phase. – Never going to happen because Beaumont Staff and Council are crooks that can’t be trusted and everyone in the Pass Area knows it.

2. Approve contact with Webb & Ass’s – Circumvents Bid Contract Laws, but Beaumont’s ‘Trusted Staff’ will just fake doing open bids anyway.

3. Approve budget adjustment to add $3.9 Million – Another Excuse to Transfer Money out of the CFD Bond Fund Accounts.

4. Authorize staff to commence negotiations to purchase pipeline capacity for conveyance of brine in Inland Empire Brine Line and treatment capacity in OCSD. – Never going to happen because Beaumont Staff and Council are crooks that can’t be trusted and everyone in the State knows it.

5. Authorize City Manager to send a letter to YVWD to express interest in purchasing any excess brine line capacity in the current YVWD brine line and to pay costs associated with the brine line capacity analysis.

Option 2. Deliver All Wastewater to Yucaipa Valley Water District

  1. Select Option 2
  2. Authorize staff to send a letter to the BCVWD Board and YVWD Board requesting a meeting to discuss Option 2 and concurrence of the Board to regionalize sewer facilities.
  3. Authorize staff to prepare a Memorandum of Understanding (MOU) with YVWD and BCVWD to delineate steps necessary to comply with order ot the Water Board.
