Glitch in manager’s contract fixed

The council cleared up an inconsistency in the contract of City Manager Alan Kapanicas on Monday night.

His contract, as voted by the council in March 1997, was supposed to run for three years, running until April of 2000. But Kapanicas said he inadvertently wrote that the contract would expire in April 1999.

On Monday, the council extended Kapanicas’ contract to the year 2000.

A provision in Kapanicas’ contract lets him leave with 90-days’ notice and lets the city terminate him with 30 days’ notice.

There will be no change in Kapanicas’ salary from the city. He works on a contract basis and makes $65 an hour, and approximately $62,450 a year.

Kapanicas, 46, is also city manager of Beaumont and interim city manager of Maricopa in Kern County. He runs the cities through his management company, General Government Management Services.

City to begin paying CPA

The council voted 5-0 to begin paying a certified public accountant who has been managing the city’s finances for the past five months.

William Aylward, who works for General Government Management Services, City Manager Alan Kapanicas’ five-person city management company, has been working about four hours a week on the city’s finances at no charge to the city.

His responsibilities have included filing state-required finance reports and balancing the city’s revenues and expenditures.

City Clerk Wanda Steadman was previously handling city finances, but she said that because of her responsibilities as clerk, she had too much to handle.

Kapanicas has not been charging the city for Aylward’s services but, he said, “You can only do it for free so long.”

The city will pay $65 an hour for Aylward, and his costs are not to exceed $1,300 for a month.

The city has about $7,000 left in money it budgeted for an accountant for this fiscal year, Kapanicas said.

Aylward is currently training a city employee to do the finances and probably will complete that task by the end of June when the fiscal year concludes, Kapanicas said.

Other actions

Parks appointments: The council voted to appoint Raymond Pocta and Walt Pyle to the Parks and Recreation Commission.
