Albert Webb Gifted Second Contract in Four Months for CFD Taxes

For $185,450 Beaumont could hire a full-time Accountant, but an honest Accountant would not illegally overcharge the CFD Property Taxes.

The title ‘Special Tax Consultant’ was made up by Beaumont’s former City Manager Alan Kapanicas to get cut of the Bond money.

Calculating the amount of CFD Taxes to charge each Property Owner is a basic accounting procedure that should be done in-house. Once the databases are created; it shouldn’t take more than a few hours to calculate the CFD Taxes.

For $185,450 the City of Beaumont could hire a full-time Accountant, but an honest Accountant would not illegally overcharge the CFD Property Owners.

The Staff Report, submitted by Finance Director Melana Taylor, claims that the Contract was advertised in a Public Bid as required by California State Law. The four Contractors that submitted bids were:

NBS, the ‘experts’ who were paid to fraudulently claimed that the City could raise Sewer Fees in violation of Prop 218.

Spicer Consulting Group created by former Webb and Associates Employee Sean Spicer. Spicer andElizabeth Gibbs Urtiaga ran the ‘Debt Service Schedule Scam’ to pay out $35,000 at the April 5,2016, Beaumont City Council Meeting.

David Taussig and Associates, who have been involved in Beaumont’s corruption since 1993.

Albert A. Webb and Associates, who’s already been paid $2.7 Million in the last 2 1/2 years.

Webb is also the Company that has ‘advised’ the City of Beaumont to keep the Sewer Plant and continue with an Expansion and Upgrade without considering the condition of the Sewer Plant or the City’s fiscal ability to pay for construction that’s now over $100 Million.

Webb was first hired to do the CFD Special Taxes on July 7, 2015, for $48,000. Beaumont Staff and Council proclaimed that ‘it was an emergency’, there was no time to hire Staff or advertise a Public Bid, and it would ‘never happen again’.

Webb was gifted the Special Tax Consultant Contract again on August 2, 2016, and again just four months ago on September 5, 2017 for $231,591.

The September 5th Staff Report states: “Since this is a large contract and, should this second amendment approved Webb will have provided services for three consecutive years, it is appropriate to initiate a competitive RFP process no later than February 2018. The RFP would be designed to provide for a transition of services to a new contract on September 1, 2018.”

It was ridiculous that Beaumont Staff and Council gifted Webb and Ass’s a $1/4 Million Contract a week after the Securities and Exchange Commission Issued a Cease and Desist Order that required to the City to hire a Consultant that hadn’t been involved with the City or any of their current Crooks for two years.

But what’s the point of going through a fake bid contract four months later?

The money to pay Albert A. Webb and Associates will come out of the CFD ‘Services’ Tax.
