2003 Series B Mello Roos Bond Requisitions
Tournament Hills Area 17A $10,930,000

The Requisitions for the 2003 Series A Bond assigned to Tournament Hills Area 17A are nearly complete with $9.1 Million in Requisitions available for review. The 2003B Requisitions are on the City’s website under CFD; 2003B Requisitions have 292 and 471 pages.

Contrary to the Bond’s instructions; most of the money was spent to pay Pardee’s Mitigation Fees and to build the infrastructure for Lowe’s Offsite.

A total of $793,927.00 was transferred to the City of Beaumont for the Westside Fire Station and to pay TUMF fees. $402,740 was allocated per the 2003B Bond. TUMF Fees were not paid and Fire Station was not built.

Of the $9.1 Million allocated; $5,792,688.89 was used to reimburse Mitigation Fees. The Beaumont-Cherry Valley Water District received $4.45 Million, the City of Beaumont $860,000, and Pardee Homes received $500,000 all for Mitigation Fees. The Bond only provides $1.5 Million in Mitigation Fees.

Jim and Stacy Love received a total of $427,991.06 through Beaumont Electric, Beaumont Utility Services, and money paid directly to both Jim Love and Stacy Love. Most of the work is coded ‘Lowe’s Offsite’.

Of the City Employee’s companies Urban Logic received $775,000; General Government Management Services received $6,695; Tyner Paving received $189,708; and R. Moody Construction received $42,433.

“The Developer [Pardee Homes] estimates a total cost of approximately $24,092,146 to develop finished lots. To date, the Developer has spent approximately $1,885,000 on planning, engineering, and grading. Bond proceeds are expected to finance $8,200,000 of the total $24,092,146. Pardee Homes expect to finance the balance from internal sources.”

“The adopted District resolutions authorize the issuance of District Bonds to find the planning, design, permitting, and construction of certain public facilities, consisting of street, sewer, water, and storm drain improvements and contributions to the City sewage treatment plant and watershed management planning.”

Critical Facilities: “City Program costs related to the domestic water system, the transportation system, and program facilities which include upgrades to the City wastewater treatment plant, municipal electrical facilities, fire station, and San Timoteo Watershed improvements.”

Joint Facilities: “Upper Oak Valley stage of the San Timoteo sewer system.”

Individual Facilities: “Individual facilities are those facilities which have the lowest priority in terms of the City Program. Individual facilities represent improvements that generally benefit individual Improvement Areas within the District. Individual facilities can include master planned in tract public improvements and funding for payment of City and Beaumont-Cherry Valley Water District development impact mitigation fees. Included in the financing are public improvements to the City transportation system and wastewater treatment plant.”
